Portsmouth City Council (the Authority) is inviting expressions of interest from suitably qualified and experienced providers to tender for this project.
The scope of which will comprise of but may not be limited to providing circuses and associated entertainment at Southsea Common and King George V Playing Fields, Cosham. The 2019 season consists of four planned circus events, three at Southsea Common and one at King George V Playing Fields, Cosham. The Authority is looking to secure a programme that provides a varied offering of events in the City.
The planned dates for the circuses are as follows:
Southsea Common
- o1 week between 8th April 2019 and 15th April 2019
- o1 week between 27th May 2019 and 3rd June 2019
- oUp to 2 weeks between 16th September 2019 and 30th September 2019
King George V Playing Fields
- o1 week between 29th July 2019 and 5th September 2019
Historically the two locations have lent themselves to different types of event with traditional big top events for a wide audience at Southsea Common and smaller events aimed at families at younger audiences at King George V Playing Fields.
With this in mind, the Authority is offering each site as a separate Lot. Suppliers are invited to bid for one or both of the sites, either individually or on a combined based.
Suppliers can bid for as many of the dates as they wish to provide, however, preferred dates must be clearly identified within the response and ranked in order of preference.
Circus providers will be required to make a payment to the Authority for each event. While the value of each site has not been set, the Authority reserves the right to set aside bids that do not provide a minimum of ?10,500 per event at Southsea Common and a minimum of ?3,000 per event at King George V Playing Fields, Cosham.
The Authority is offering an initial contract period of one year with the possibility of extending the term by a further two years to a maximum total term of three years, in increments to be agreed, subject to the agreement and performance of both parties.
