Highways Monitor was created by the passing of the Infrastructure Act 2015 (‘the Act’). The Act gave us responsibility for monitoring how Highways England exercises its functions. This includes investigating, publishing reports and giving advice to the Secretary of State on whether and at what cost it is meeting its objectives of the current Road Investment Strategy (RIS) and any future RIS. We also have a duty to ensure Highways England complies with its duties under the Act more broadly.
Under the Act we are required to exercise our functions in the way we consider most likely to promote the performance and efficiency of Highways England. Similarly, the Memorandum of Understanding between the Highways Monitor and Department for Transport sets out that one of our core activities is: “Benchmarking the Company’s performance and efficiency against comparable organisations in other countries or other sectors.”
To allow us to meet these duties, we are embarking on a programme of work to benchmark Highways England internally and across a number of domestic and international comparators, including both highways and non-highways infrastructure managers.
The object of this ITT is to seek proposals from suitable suppliers to provide the required benchmarking study.
