Expression of Interest - Domestic Abuse High and Medium Risk Behaviour Change Programmes

Torbay Council is seeking to procure a Provider to deliver:

1. A behaviour change intervention for high risk high harm adult perpetrators of domestic violence and abuse (DVA)

And;

2. A community based groupwork behaviour change programme for medium risk adult perpetrators of domestic violence and abuse (DVA)

Note: The term "adult" in this context means a person over 18 years of age.

As part of its strategic objectives under the new Torbay Domestic Abuse and Sexual Violence Strategy, the Council is seeking sustainable delivery to achieve long term behaviour change to reduce the impacts of DVA on victims and their children. Historically delivery of behaviour change work in Torbay has been limited, until 2022 when short term funding was provided to establish a medium risk group programme which is currently running.

The Council is awaiting the outcome of a bid to the Ministry of Justice Perpetrator Fund 2023 to 2025, which has been co-ordinated by the Office of the Police and Crime Commissioner for Devon and Cornwall (OPCC). In order to expedite the procurement of the behaviour change interventions required, the Council seeks Expressions of Interest based on an indicative budget. Once any grant award has been confirmed, the Council will progress a tender process to interested parties that have been successful in the evaluation of the Expression of Interest.
