Warrington and Halton Hospitals NHS Foundation Trust is seeking to procure a Warrington Care Record to provide a single clinical view of all information held electronically across the local care community. The 'Warrington Care Record' will provide external access to information for patients, GPs and referring secondary care clinicians to enable effective and interactive sharing of information. The care community requires a highly flexible, user-friendly solution which incorporates eForms and integrated workflow management tools. The solution must allow the Trust to leverage standard out of the box content whilst retaining the flexibility to configure the solution to meet local requirements and clinical processes.
The following Lots will be applicable:
Lot 1 A locally hosted data sharing platform with a health and care community-wide citizen index (using the NHS number as the unique identifier), data sharing capability (i.e. front end user interface and back-end interfaces to core organisational systems), decision support and simple citizen access;
Lot 2 Capturing additional health and care data by clinicians and carers using eForms and based on pathways of care (i.e. further developing the repository capability);
Lot 3 Population health capability (including risk stratification) to help identify the particular health and care needs of the Warrington population in order to maximise effect and efficiency by focussing services where they are needed most;
Lot 4 Developing citizen access to include personal data from apps and monitoring/measurement devices i.e. the more innovative end of the procurement. Whilst these are optional requirements for the purposes of the procurement in that they are not reflected in the care community???s Potential Provider budget for the procurement, care community???s preference would be to procure this functionality from the successful Potential Provider either during the current implementation or later in its partnership. However, the care community also recognises that some of the functionality in question is relatively niche and specialist in nature and that solutions to satisfy some of these requirement may be ?in development? or, indeed, may not yet exist.
The care community will also require a range of solution implementation services including, but not limited to, project management, technical services; training; integration and interfacing; continuous improvement, innovation, maintenance and support.
It is envisaged that the contract will be awarded in the autumn of 2016. The duration of the core contract will be 7 years, with the option for the care community to extend the contract for a further 3 years in annual periods.
The estimated contract value is ??8-10m for a 10 year contract. Please note, however, that this value is not the WHSCC???s budget for the procurement and that the WHSCC is keen to explore options surrounding a risk/reward based contract.
