Ottery St Mary Town Council is issuing this invitation to tender document in order to procure two multi-use games areas (MUGA) in Strawberry Lane in Ottery St Mary.

The Strawberry Lane site in Ottery St Mary already features a multitude of sport uses, including bowls and cricket and an existing sports pavilion.

The Council would be expecting the successful contractor to prepare the ground. To the Council's knowledge, there are no special works required before the existing surface can be excavated for installation.

The Town Council would like to deliver two tennis / netball courts to be laid out adjacently side by side of a size of tennis (23.77m x 10.97m) or netball (30.5m x 15.25m) courts.

The surfacing should respond to the anticipated predominant sporting uses of tennis and netball with potential additional uses of basketball and walking football.

The markings should reflect the anticipated predominant sporting uses of tennis and netball as well as football markings across the two courts lengthwise.

It is expected that the successful contractor will provide signage both during the construction stage and the final provision signage.

The anticipated lifespan of the provision should be a minimum of 10 years.

The storage of equipment should form part of this tender.

Retractable tennis nets and posts and netball goal posts, or a similar innovative solution, will need to be installed on the pitches.

The Council would like to install fencing around the MUGAs. Bidders are invited to make recommendations regarding the precise type of fencing. The fencing should feature the standard height for netball courts, plus extra height on the side bordering the adjacent bowling green.

Floodlights

The external floodlighting should comply with the Lawn Tennis Association's document "External Floodlighting Principles".

The site is flat and without slopes. The ground conditions and the site drainage are considered adequate. The ground is not contaminated.

Existing access roads and existing infrastructure including car parking is considered adequate. The location is accessible by HGVs/delivery vehicles. There are no special access requirements which would impact on a contractor's ability to access the site and which have the potential to increase the costs.

Underground services are not in existence; overhead power cables do exist but Western Power Distribution previously visited and declared them as at a safe distance. An existing mains water and electricity supply as well as bathroom and kitchen facilities can be accessed via the existing sports pavilion.
