Modification Notice

Contract Extension using Regulation 72(1)(c)

The original VEAT notice stated:

Public Health England (PHE) intends to award a contract to Goal (International) for the provision of international field logistics for emergency outbreak operations. Goal (International) are the only viable operator in this field.

The UK-Public Health Rapid Support Team (UK-PHRST) require support in the form of transport and field logistics from a global partner on a minimal and ad-hoc basis for short periods of time to aid in the set-up of a 'Microbiology Flight Case Laboratory' (MFCL).

The supplier will provide the following services:

  • respond within 48 hrs of emergency crises,
  • provide innovative and flexible and partnership approach to overseas outbreak logistical support,
  • deploy people from elsewhere within their organisation when required,
  • provide focused humanitarian response in low/middle income official development assistance (ODA) eligible countries,
  • perform market and risk assessment as and when required,
  • deploy emergency response staff to provide international overseas outbreak logistics support,
  • provided secure risk assessed residential accommodation overseas,
  • provide road transport within the UK for MFCL, including arrangement of transport to airports,
  • provide international air freight for the MCFL, inc customs clearance for goods and equipment.

The contract has now been extended until 31 March 2022 as COVID-19 has delayed utilisation of this contract which was unforeseen, and the contract mobilisation was further impacted by border control oversees.

Original contract value awarded was for £100000, the contract value awarded for this extension is £50,000.
