Christchurch Borough Council And East Dorset District Council Invitation To Tender For Treasury Management Advice Services

Christchurch Borough Council and East Dorset District Council are two separate sovereign local authorities who are working together in partnership to deliver services.

The financial services team provides a range of services to the partnership, including treasury management. At present treasury management comprises the investment of surplus cash flows as both Councils are currently debt free, although this may change in the future. Whilst maximising return is important, the overriding concern is the security of the principal invested.

Each Council has a different bank provider, and makes its investments from these accounts without pooling resources. Investments tend to be short term cash deposits with banks, building societies, other Local Authorities or the Debt Management Office. Average levels of investment are £22m for East Dorset and £13m for Christchurch. The two Councils have aligned their treasury management practices, policies and strategies so that each is permitted to invest with institutions of the same credit rating.

Up to date information and advice concerning credit ratings of potential counter parties is vital to the financial services team, as is a close working arrangement with external Treasury Management advisors in obtaining advice and guidance concerning treasury management and specific local authority issues.

East Dorset is the lead authority for this contract, which covers advice to both sovereign authorities.

Tenders that are submitted will be scored according to price and quality. The service specification details the services that are being tendered for. Each of the eleven services will be scored out of 3 to give a maximum quality score of 33 points (60%). The lowest price tender will receive 22 points (40%) with higher priced tenders receiving proportionally fewer points. An example scoring matrix and pricing formula is attached to this tender for information. . Only tenders from organisations that are authorised and regulated by the Financial Conduct Authority will be considered.
