Bristol Council is soon to retender its services for people sleeping rough in Bristol, subject to Cabinet approval in March. An event is being held on the 19th March at 10-12 noon at City Hall, College Green, Bristol. Please use the Eventbrite address to book a place at this event. The event will include information and Q&A about:

The contracts; including the value, specification and outcomes.
Social Value; how BCC evaluates social value.

There are 2 contracts are to be recommissioned via an open tender and the indicative date of advertisement is 1st April 2020 for services to begin on the 1st October 2020. The contract length is 2 and a half years with options to extend for a further 3 years.

Contract 1 = Prevention/New to the Streets: This service will be aimed at preventing rough sleeping or working with those people who are new to the streets. It will include the provision of a Hub where people can stay for a short period of time until a route off the streets is found for them e.g. Reconnection, a room in a private sector property or where there are significant support needs into supported housing.

Contract 2 = A longer term/returners service: A longer term/returner services for those people who have spent many years rough sleeping, often moving in and out of accommodation and services or for people who return to rough sleeping after a gap of at least twelve months since they last left the streets.

The focuses of the 2 new services are: a person centred approach; a trauma informed approach, prevention and increased well-being.

The outcomes will be:

1.To reduce the levels of people sleeping rough in the city.
2.To minimise returners and increase resilience.
