Introduction

The Hull District Heating Project will deliver low carbon heat to the city centre of Hull serving public and private business and residential accommodation both existing and new build. The Project forms part of the Council's decarbonisation agenda, Hull 2030 Carbon Neutral Strategy and is linked to the Humber LEP's Energy Estuary ambition. The development of the district heating network is a key strategic and infrastructure project for the City.

Contract Approach

The development of the Detailed Project Development (DPD) work requires the skill sets of three key areas of consultant expertise; technical, legal and financial. These three areas of consultant expertise need to work together to deliver a DPD and Outline Business Case (OBC) that meets both the Councils requirements and those of the Heat Network Delivery Unit who are part funding the piece of work.

Rather than tendering for a consortium to provide the skills to deliver the DPD and OBC the Council has decided to tender for the pieces of work separately. This will require each consultant to work collaboratively in the delivery of the work in line with the overall Work Packages set out in the Specification. This tender is concerned with the financial element of the works.

Tender submissions are expected to have a through understanding of the whole DPD process, the tender and specification documents for the other packages required are included as part of the tender documentation for information only.

The tender document illustrates clearly the interrelationship between three separately tendered consultant teams and the expectations of how they will work together. The Technical consultant will be the lead consultant for the production of the DPD and OBC and the legal and financial consultants are expected to actively support the technical consultant to produce a high quality DPD and OBC that meets the Councils requirements.
