Notice Summary:

Cost consultant during the detailed design and site construction phase for the refurbishment and fitout of a Grade I listed building in central Dorchester, due to be completed in Autumn 2017.

Shire Hall, High West Street, Dorchester is a Grade 1 Listed building constructed between 1796 and 1800. It contains the courtroom in which the Tolpuddle Martyrs were tried in 1834 & is a major monument to labour history. Thomas Hardy became a magistrate in 1894 and it is understood that he sat in the Court where the events became the inspiration for some of his writing.

Shire Hall has been retained as a heritage asset by West Dorset District Council (WDDC) together with six operational parking spaces at the rear and pedestrian and vehicular access to the public highway.

WDDC has decided to convert the building into a heritage attraction.

The overall aims of the project are:

To convert the Shire Hall Dorchester to provide a heritage attraction which interprets the building and its history, including the old Crown Court and Cells
To interpret and help bring to life the events which occurred there including the Tolpuddle Martyrs Trial
To respect and conserve the historic fabric of the building
To provide interpretation, learning resources and facilities to enable the building and events to be appreciated without impinging on the historic character of the site
To relocate the Tourist Information Centre (TIC) for Dorchester to within the building
To provide disabled access to the building and interpretation
To ensure the operation of Shire Hall is financially sustainable

Requirements of the Cost Consultant:

Design Phase:

To work with WDDC, the London Dorchester Committee Trust (LDCT) and the Design team To produce a full cost estimate. The estimate should include all costs associated with both the Lead Designer’s tender drawings and specification in RIBA Stages 3 & 4 and the Exhibition Designer’s tender drawings and specification.

To provide cost advice throughout the detailed design stages to assist decision making on specification requirements.

To attend progress meetings when required.

Construction Phase:

During RIBA Stages 5 & 6 to produce monthly valuations and to check them against the Main Contractor’s Valuations and agree a final version with the contractor for forwarding for payment by the Client.

To produce a final account at the end of the project agreed with the Main Contractor.

To attend monthly progress meetings.

Operational Phase:

To assist the LDCT with the production of the management and maintenance plan for the building. This will involve assisting in structuring a 10-year action plan for management and maintenance as an appendix to the conservation management plan in line with the policies in the conservation management plan and HLF guidance.
