Barnsley Council commissions a range of services to support individuals to 'become free of dependence' and in doing so reduce the harm which alcohol and other drugs cause for individuals, families and their communities. In addition services are commissioned to reduce the harm and impact from drug and alcohol use. The current service is integrated - offering services for both drug and alcohol users delivered by a range of providers. A strategic review of current provision has confirmed integrating drug and alcohol services has been an effective way to deliver services. Having embedded this approach Barnsley Council are a seeking to extend the integration, by commissioning one provider to deliver an integrated substance misuse harm reduction, treatment and recovery system as one service for adults and families. Services aimed directly at Children and Young people are not included in this procurement. There has been a sustained significant improvement in the 'successful outcomes' for service users from the Substance misuse commissioned services resulting in Barnsley achieving above the national average and ranking second in Yorkshire and Humberside. Barnsley are seeking a provider that can continue to build on this success. The aim of the integrated alcohol and drug service is to enable individuals to become 'free from their dependence'; and in doing so, reduce the harm which alcohol and other drugs cause for individuals, families and their communities. This is something we know is the desire of the vast majority of people entering drug and alcohol treatment. Supporting people to live a drug and alcohol free life is at the heart of our recovery ambition. The aims of the service are to, Reduce/stop the use of illicit or non-prescribed drugs of those individuals accessing treatment for drug and/or alcohol misuse Enable the successful completion of those individuals accessing treatment Reduce offending behaviour linked to substance misuse. Improve the mental and physical health and wellbeing of those individuals accessing treatment for drug and/or alcohol misuse Improve opportunities to build recovery capital and to access other community and universal services Improve community safety Improve opportunities and access to sustained employment Identify and coordinate any safeguarding issues (children or adults) as appropriate Improve relationships with family members, partners and friends and, Improve the capacity to be an effective and caring parent.
