incolnshire County Council ("The Council") requires the supply of a high quality, fully hosted online Commercial Off-The-Shelf (COTS) solution to deliver the Educational Visits Service.The Service shall enable up to 400 schools in Lincolnshire annually to plan, co-ordinate, approve and manage educational visits, sports fixtures and a range of extra-curricular activities.
As the employer for community, voluntary controlled and maintained schools, the Council has a statutory duty to ensure, as far as reasonably practicable, the health and safety of children and young people in school and whilst undertaking Learning Outside the Classroom (LOtC) and off-site educational visits/activities led by the schools.
The Educational Visits Service shall therefore undertake the statutory responsibilities on behalf of the Customer which includes two directly interrelated and complementary elements:
- (i)A Secure online, fully hosted system for the planning, co-ordination and management of educational visits by schools (accessible 24hours / 7day per week / 52 weeks per year)
- (ii)Provision of wraparound support, advice guidance and recommendations service for Service Users to be accessible 5 days per week/ 52 week per year that shall include as a minimum;
- providing advice, guidance and approval for higher risk activities in relation to educational visits, off-site activities and Learning Outside the Contract (LOtC), planned by Lincolnshire schools for which the Customer is the employer.
- providing advice, guidance and recommendations to other Lincolnshire schools, academies and educational settings, where the Customer is not the employer, who choose to use the Service.
The Contract opportunity will replace the existing service in Lincolnshire from the start of the 2019-20 Academic Year in Lincolnshire. For the avoidance of doubt this means the Service shall therefore commence 1st September 2019.
