description

The Department of Health and Social Care wishes to explore the market to identify interest from experienced Contractors to provide a Dermatology Service for the Isle of Man. The Department is looking at an approach that accelerates the use of assistive technology (teledermatology) that works towards higher quality, more convenient and lower cost alternatives.

The Contractor will receive images and the medical history for each patient presenting a skin condition or concern to their General Practitioner (GP). The Contractor will then have 3 working days to reply with one of the following options:

  1. Suspected Squamous Cell Carcinoma or Malignant Melanoma, requiring the patient to be seen by a Consultant/Specialist within two-weeks for treatment and management plan
  2. Non-threatening condition requiring the patient to be seen by a Consultant/Specialist within 6 weeks for treatment and management plan
  3. Non-threatening condition that can be treated by the patient's local GP; the Contractor will provide a treatment and management plan directly to the GP
  4. Non-threatening condition that can be treated by the patient with the advice and guidance of a local pharmacist; the Contractor will provide a treatment and management plan directly to the patient and GP
  5. Non-threatening condition that does not require treatment.

Within 3 working days, the Contractor should also request more information or more images should they be unable to diagnose based on the originall...provision of clinics on Island for the diagnosis, management and supervision of the care of complex and rare skin diseases; provision of phototherapy and Puva therapy, patch testing for the detection of contact allergic dermatitis, and supervision of biological treatments.

Based on an expected incidence of 1.4% per year, it is anticipated that there will be 1235 initial referrals per year. The Contractor will be required to develop a service proposal that supports demand activity and continuity throughout the term.

This opportunity is available to Contractors whose approach may be Island based or delivered as part of a visiting service.

Competent organisations with demonstrable experience should register an interest to be formally included on the list to participate in a competitive tender exercise by completing the Form of Acknowledgement overleaf and submitting to Will McCann, Procurement Services, Attorney General Chambers, Government Office, 3rd Floor, St Mary's Court, Hill Street, Douglas, Isle of Man, IM1 1EU or via e-mail to william.mccann@gov.im Important

Interested parties who express an interest will be sent a Data Scoping Document for completion to provide the Department with crucial feedback in developing the final competitive pathway.

Please be aware that neither the Attorney General Chambers, Procurement Services nor the Department will accept any liability or any charges for expenses or losses incurred as a result of responding to this enquiry.
