Prior Information Notice – Framework Agreement for the Provision of Waste Management Services

The intention of this notice is to inform potential bidders of the following planned procurement:

A procurement exercise is being undertaken to establish a Regional Waste management Framework. The procurement procedure will be undertaken in accordance with the Open Procedure set out in the Regulations as per European Procurement Legislation.

The Yorkshire & Humber Police Procurement Team (Y&HPP), on behalf of the four regional Police forces in the Yorkshire & Humber, is administering this procurement. In this case, the Police and Crime Commissioner for South Yorkshire Police and Y&HPP will establish a contract in the PCC’s and the Forces they maintain in the following police areas:

Humberside Police North Yorkshire Police South Yorkshire Police West Yorkshire Police

The contract will be split into Lots and tenderers will be able to bid for one or more Lots. The Lots will be described in more detail within the tender documentation when issued.

The lots will cover a wide verity of waste streams, including but not limited to: Residual Waste, Recycling, Combined Residual/Recycling, Skip hire, Clinical Waste/Sharps, Hazardous Waste, WEEE, Metal Waste, etc.

The publication of this notice will allow for the shortening of the EU Open Tender timescales to a minimum of 15 calendar days. This will be the minimum period between the date of the OJEU Contract Notice (the formal advert/call for competition) and the deadline for tenders to be submitted.

The estimated date of publication of the contract notice will be September 2015. Please note that this date is indicative and may change.

The tender process will be run electronically, via the EU Supply e-tendering portal.
