"To provide:
commercial legal advice and assistance in connection with the preparation, and negotiation, of contract documents for goods and services. Such contract documents could include (but this instruction is not limited) new contracts, contract variations, letters of intent, security documents (bonds/PCGs), review of standard terms and conditions, framework call offs advice and assistance in connection with any new procurements, which could include the preparation of competition documents
advice and assistance in relation to the preparation of procurement related documents, which include Contract Award Notices and Regulation 84 reports
procurement, commercial, state-aid and competition law advice and project support including, but not limited to, PCR Reg 32 direct awards, PCR Reg 72 contract variations, PCR Reg 12 dispute resolution support
to advise on and prepare comments for the legal sections of ministerial submissions
to provide risk based advice that aligns with the GLD risk matrix RAG rating structure
In the context of advice, continued awareness of the unique public contracting environment the UK Government is operating within (i.e. public sector issues - procurement / state aid / completion law / judicial review / risk of negative political publicity / governance).
To provide out of hours coverage where necessary and urgent.
For GC role to lead a team of up to 20 internal legal resources to advise on all T&T legal matters
For GC role to interface with GLD and external law firms to ensure appropriate third party support in line with T&T strategy
For GC role to develop and transition to NHIP legal TOM
For GC role to manage legal function and delivery of T&T legal services within agreed budget
For GC role to secure permanent legal team hires as we transition to NHIP
Qualified Solicitors or Barristers qualified in a United Kingdom or other common law jurisdiction
An understanding of Government process
Experience of operating at a senior level in the public sector
In-depth knowledge and experience of UK healthcare sector
In-depth commercial and commercial contracting skills
Knowledge of data protection and privacy law in a healthcare environment
Establishment of a legal function within the Test & Trace programme "
