Maldon District Council (MDC) and Essex County Council (ECC) are seeking independent advice to support customers on the problems they face. The services being commissioned support the delivery of the Council’s Corporate Plan, (Appendix B). The specification has been informed by a Needs Analysis undertaken by Maldon District Council, and by the outcome of a customer and stakeholder consultation undertaken jointly with Rochford District Council during February to April 2015.
The start date for this Contract is to be 1st April 2016 for a period of 3 years.
The Council is committed to a three year funding cycle in order to provide certainty to the successful bidder, or to organisations working in partnership. The commissioning process will be predominantly outcome focused, and the outcomes commissioned will be reviewed and agreed on an annual basis and may change year on year to reflect changing customer needs.
The funding will also be reviewed on an annual basis and will be subject to the Councils annual budget process.
Monitoring of outcomes will be undertaken on a half yearly basis, with any priority outcomes being monitored more frequently if required for the Council and partners to better understand trends and issues.
Where new and emerging issues are identified, the Council may request additional data where available to help understand the impact on service provision and inform service improvement and future commissioning.
Funding for subsequent years will be reviewed annually based on delivery of the previous year’s outcomes.
