description
Wigan Council and the people of the Borough have been working together to develop plans for two COVID-19 memorials, in the form of 'places of reflection'. We want to acknowledge the enormous loss, as well as the inspirational and admirable contribution that local communities have made. We want to recognise the ongoing impact of COVID-19 and help people to look to the future.
Two sites have been identified for the projects including:
- Mesnes field, Off Mesnes Park Terrace, adjacent to Wigan Youth Zone Wigan, WN1 1SU; and
- Lilford park, Westrees, Leigh, WN7 1JE.
Funding for the project has been provided by Wigan Council along with contributions from section 106 developer proceeds and the borough's UK Shared Prosperity Fund allocation. Both sites are operationally managed by Wigan Council.
Wigan Council have engaged with Groundwork Cheshire, Lancashire & Merseyside to act as the lead consultant, to prepare the design and specification for tender action and project/ contract manage the works on site in line with a JCLI form of contract.
It is planned that both projects will be awarded to a single contractor and will be delivered simultaneously.
The project is a landscape led design where a high quality finish is of paramount importance. A summary of the main proposals that would be required as part of the contract include:
- New high quality footpath works;
- Supply and installation of signage and interpretation boards;
- Installation of feature artwork/ sculptures (design and fabrication by others);
- Supply and installation of stone benches;
- Tree, hedge and shrub planting;
