Title: Review of Public Health Workforce Capacity and Cross-Organisational Working Ref : SMBC 22039
The West Midlands Association of Directors of Public Health, in partnership with West Midlands Office for Health Improvement and Disparities and UK Health Security Agency, NHS E/I and the Faculty of Public Health are seeking to commission a provider to undertake a rapid review of the west midlands public health system to inform our future working force and relationships.
Aims of the Review
The key aims of the review are to:
Inform the workforce strategy for public health specialist function across the region, including higher specialist training and post-CCT workforce recruitment and retention
Inform the cross-organisational working relationships between local government, NHS ICS, Regional UKHSA, OHID, Health Education England and NHS England/ Improvement public health teams and work-programmes
Set out opportunities for action to support improvement and maximise the potential of the West Midlands Public Health Specialist function
The regional public health specialist workforce from Public Health England has transitioned into the Midlands Office for Health Improvement and Disparities, the Midlands branch of the UK Health Security Agency and NHS Midlands embedded staff. There has also been significant change in the local authority capacity and approaches across the region since the transition of 2013 and especially through the last 24 months of responding to the pandemic. The Covid response has enabled significant cross organisational working as well as rapid expansion of capacity through large numbers of interim appointments.
Hence, we feel this is a good point in time to take stock of our collective capacity across the West Midlands public health family and reflect on how we can work effectively together moving forward.
