ESCC MA Highways Contract and Consultancy Support

This short-term assignment is in scope of IR35 and sole traders cannot bid for the contract.

We are looking for a Consultant for six months to provide the strategic commercial approach to the management and governance of the Council's Highways Infrastructure Services Contract and other contracts and to ensure all contract, commercial and risk management processes are managed to meet the contract and project outcomes.

The Council requires a suitably qualified and experienced Senior Professional capable of delivering the following services within a short-timeframe in order to successfully deliver co-ordinated controls and governance for highway construction projects as and when required:

• oContract Management
• oCost and Budget management;
• oCost benefit analysis / value engineering;
• oChange management;
• oProgramme management;
• oPre-contract and post contract cost planning and control;
• oAdvice on whole life cycle costs;
• oStrategic cost advice;
• oProject cost appraisals throughout all Work Stages challenging the highway contractor's delivery teams to produce efficient coordinated projects.
• oThe use of market testing to be utilised, if appropriate and approved by the Council;
• oTimely and robust budget estimate and feasibility advice;
• oBenchmarking against similar projects where appropriate;
• oRisk advice and management;
