Background

Unitas Stoke-on-Trent Limited (Unitas) is a wholly owned subsidiary of Stoke-on-Trent City Council, which was established in March 2017 to deliver repairs and maintenance services for the Council's housing stock and public buildings, following the end of the current joint venture partnership with Kier Stoke Limited (Kier Stoke). The joint venture with Kier Stoke ends at midnight on 3 February 2018 at which point Unitas will commence delivering the services.

Introduction

A number of contractor frameworks are now being procured to support Unitas in the delivery of its repairs and maintenance obligations.

This Framework, known as the Labour-only Trades Framework, is being procured to support Unitas in the delivery of its response repairs. Whilst Unitas will have directly employed tradespeople, it is important to procure competent tradespeople to assist during periods of peak demand.

Contractors on this framework will be utilised on a labour only basis and paid on an agreed day rate.

About the Labour-only Trades Framework

There are 12 lots and contractors can apply for one or multiple lots. Up to five contractors will be appointed to each lot and works will be awarded on a rotational basis.

Valid for four years, it is anticipated that the framework will commence on 4 September 2017, as Unitas has responsibility for some repairs and maintenance works which fall outside of the Kier Stoke Joint Venture.

Both Stoke-on-Trent City Council and Unitas Stoke Ltd. will be able to utilise this framework.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

A competitive tender exercise was undertaken to seek suppliers for this requirement and conducted via the Bravosolution e-tendering portal.

Subject to agreement by Stoke-on-Trent City council and Unitas Stoke Ltd., this framework agreement will be open for use by other Contracting Authorities, specifically:
