Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award. Please note the contracting authority intends to direct award the contract to the Royal College of Obstetrics and Gynaecology RCOG

The original resource was written by RCOG with support from colleagues at Royal College of Midwives (RCM) to ensure it was suitable for staff working across Obstetrics and Midwifery.

e-FM (e-Fetal Monitoring) teaches and assesses learners in all aspects of intrapartum fetal monitoring and is directed at both obstetricians and midwives in training as well as those who have completed their training. As this programme is under review it has been withdrawn from the platform and is now only accessible to those who have previously enrolled there is a risk that patient safety will be comprised if staff don't have access to the training, therefore the updates are required to take place as a matter of urgency.

A joint task and finish group that is led by RCOG and has membership from a wide range of stakeholders from across the maternity system have recognised that the e-FM content is potentially out of date and agreed an action for it to undergo a clinical review to get a better understanding of its relevance. To review and update the e-Fetal Monitoring (e-FM) modules that are currently sitting on the e-Learning for Health platform.

Heath Education England [HEE] believe that RCOG is the only organisation capable of reviewing this content and providing the clinical knowledge and expertise that is required to undertake the review of this vital resource.

The financial envelope for the contract is £65,000. If any provider has concerns with the commissioning intentions outlined within the published documentation, please raise this via the eTendering Portal in the first instance within 30 days of the date of this Prior Information Notice.

The closing date of this PIN is midnight on the 17th March 2021
