Gloucestershire Integrated Care System is undertaking Market Engagement to explore its options on how to re-commission Integrated Urgent Care services. The services within Integrated Urgent Care are:
| • | NHS 111 (Telephone and Online), |
| • | Clinical Assessment Service (CAS), |
| • | Primary Care Out of Hours (Face-to-Face Consultation) |
To assist in the exploratory exercise the Commissioner is seeking to engage with suitably qualified providers to help inform their next steps. The full-service scope is in the process of being defined and the Commissioner will be holding Market Engagement Event (MEE) with the aim of:
| • | Engaging with providers |
| • | Understanding the interest there might be in providing such services from suitably qualified providers |
| • | Informing the commissioning process |
| • | Gathering information from stakeholders that may be used to shape a commissioning / procurement process and documentation. |
To express an interest in the Market Engagement Event please join the project within the Atamis e-procurement system. To complete expressions of interest, providers must also submit a completed questionnaire using the messages tab within the Atamis portal by 12 noon on 14th July 2023.
The event will be held virtually on 19th July 2023 (and is anticipated to start around 09:00. For all those that have submitted a questionnaire, an invitation will be issued on 17th July 2023.
In addition to the MEE, interested parties may request a 20-minute virtual audience with commissioners. Spaces are limited and will be allocated on a first come, first served basis.
In the event you are unable to attend but would like to receive a copy of the presentation materials, please complete the questionnaire and request using the messaging tab within the Atamis portal. These will be sent to you following the event.
An expression of interest to attend this MEE is no indication of a commitment to participate in any future tender process nor does it infer any special status on those Providers who do attend. An expression of interest in this event will not automatically entitle involvement in any future procurement exercise. Any procurement conducted subsequent to the event will be by invitation only. A separate notice will be released nearer to the release date for interested parties to register.
Providers who do not attend this MEE will still be able to apply for the Procurement in the future. Please note that this MEE does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process.
This activity is being managed by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit Gloucestershire ICB or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.
Gloucestershire ICB will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
