Use of Electronic Tendering Tool

4. The Council is utilising an electronic tendering tool to manage this procurement and communicate with Tenderers. Accordingly, there will be no hard copy documents issued to Tenderers and all communications with the Council, including the submission of Tenderers? Responses, will be conducted via the ProContract system, which can be accessed using the following link:

Award Criteria

5. Any tender that is accepted will be awarded to the most economically advantageous tender in accordance with the following award criteria:

1. Proposals are invited under Lot 4.1 of the ConsultancyONE framework (RM 1502) for financial consultancy services. This documents sets out the scope of the service required and the form of the tender.

2. Basingstoke & Deane Borough Council wishes to award a contract to one supplier for the provision of consultancy services, primarily to provide advice and assurance to the council?s Section 151 officer on development proposals but also to support officers in the delivery of corporate projects.

3. A contract is required under which consultancy services can be called-off as and when required at the quoted hourly rates for different levels of staff. The contract will be for a period of 2 years. A detailed requirements specification will be produced for each item of work to be drawn-down in order that a fixed price can be agreed based on the quoted rates.
