Warwickshire County Council is looking for an organisation (Concessionaire) to provide an online and mail order service from which Warwickshire residents would be able to order stocks of compostable food waste caddy liners.
The Concessionaire would handle all online and telephone ordering and payments, as well as packing and postage.
The Council would expect the Concessionaire to bear full commercial risk of the enterprise - from sourcing and storage of stock, through to handling any queries relating to payment and delivery.
The Concessionaire would be featured as a preferred partner and recommended outlet for supply of compostable kitchen caddy liners across a range of platforms such as:
The Council's recycling and waste webpages;
Social media (@Recycle4Warks and facebook/recycleforwarwickshire);
The recycle for Warwickshire e-newsletter (5,000 subscribers)

As a completely new service, it is not known how many residents are likely to order their compostable kitchen caddy liners through the service. However, there has been a significant increase in food waste recycling over the past two years, with significant investment in campaigns aimed to increase public participation in food waste recycling. The Council has been honoured in a number of national and international award schemes for achieving a 71% increase in food waste capture and has supported the distribution of thousands of caddies to Warwickshire households.
