description
Birmingham City Council is seeking to engage a Subject Matter Expert on Security Needs and Commissioning with an emphasis on Guarding Requirements for Council Premises from November 2017 to January 2018.
Scope of the proposal
There are many facets to security; the scope of this review is guarding requirements for Council Premises that have guarding requirements. The Council is currently developing a Security Strategy for these premises.
Our main challenge is to achieve appropriate security arrangements for Council premises at a time of reduced funding. We are seeking a security subject matter expertise to assess the requirements across a range of premises. You will bring current security sector knowledge, specialise in risk assessment, risk reduction and guarding requirements. A number of 'products' are required in a relatively short time-scale.
We are of the opinion that a range of £15,000 to a maximum of £25,000 would be payable on completion of all products to the required standard. There are two phases to this work: Phase 1 is an immediate requirement; Phase 2 will be developed from the Phase 1 work and engagement with relevant Council officers.
See the quotation documents for more information.
Important Information
There are a range of elements to this work; some have strict timescales which are relatively short.

All documentation with specific details of Council premises, processes and actions will be owned by the Council and cannot be retained or reproduced by the Contractor; this is due to the potential sensitivity of the information.
