Through the Crossover Programme, the Ministry of Justice will deliver a new form of personal support for children leaving custody. The main aims include an improvement in resettlement outcomes through better access to/sustained engagement with services (e.g. accommodation, education, employment/training, mental health, substance misuse etc.), and a reduction in offending behaviour in terms of frequency and severity within the first-year post-release. Evaluation of the Programme will also inform long-term policy development.

Funding for this programme will be provided through a competed grant. The successful service provider will receive £2.25m over two years (2023/24-2024/25) to employ resettlement linkworkers. Linkworkers will provide intensive one-to-one support to children in England and Wales for at least 6 months, starting in custody and continuing into the community. The provider will need to ensure that they work effectively with statutory practitioners and complement the work already being undertaken by YOT workers and Resettlement Practitioners.

In addition, Linkworkers should support children in developing pro-social identities and positive relationships with their family and friends.

The indicative timetable for this grant competition is to open for applications from the 31st October 2022 with a view to awarding the grant in January 2023.
