Portsmouth City Council - the 'Council' - is inviting tenders for inclusion onto a multi contractor framework agreement that will be used to let mechanical project works and associated activities. The framework will be open to all contracting authorities situated within Hampshire, East & West Sussex and Surrey to utilise, however the Council cannot provide any usage commitments to this effect.

Award of the framework and live project contracts is targeted for June 2019. The agreement will run for a period of 4 years. Most works will fall between a value range of ?100k and ?600k. The Authority spends between ?2.0M to ?3.5M on mechanical project works per annum.

The framework agreement will be established via evaluation of tenders submitted for the following live project:

  • oInstallation of new heating emitters and distribution pipework at Portsdown Primary School

The project will be let on an individual basis to the contractor who achieve the highest score. That contractor plus the next ranking contractors up to a maximum total number of 12 will be appointed onto the framework agreement

The deadline for submission for clarification is Thursday 28th March (23:59) and the deadline for submission of tenders is Friday 12th April (14:00).

The scope of works to be covered under the framework is likely to include, but not be limited to:

  • oInstallation & replacement of commercial heating systems, boilers,& heat emitters
  • oRefurbishment, replacement & repair of mechanical building services installations
  • oInstallation & replacement of ventilation systems
  • oHeating controls replacements/upgrades including BMS
  • oRefurbishment, replacement & repair of water heating installations
  • oRefurbishment, replacement & repair of air conditioning/chiller installations
  • oMechanical works associated with electrical installations
  • oMechanical works identified as part of fire risk assessments
  • oRemedial works identified by condition reports.

In addition to the above the agreement may be used to let a range of further specialist work activities, for example:

  • oInstallation of CHP units
  • oDuctwork cleaning
  • oWater treatment and temperature monitoring
  • oSpecialist installations such as air source heat pumps, heat exchangers and district heating connections where they form part of a larger mechanical scope of works
