Procurement for the Evaluation of the Living well with and beyond cancer (LWWBC) programme for Bristol CCG

The purpose of the programme evaluation is to provide a baseline, interim and long term view on whether we are progressing as planned towards achieving our goal of people in Bristol affected by cancer being able to say: "I am supported to live well with, and beyond cancer". We would like to know if and how the various projects can add up to be greater than the sum of their parts and how we can sustainably commission these services in the future.

The evaluation will be coordinated by the project manager, Emma Ryan who is based at the Clinical Commissioning Group. We would like to commission a person or organisation to work with us to undertake the more specialised components of the evaluation of the LWWBC project in Bristol; see the aims and objectives of the evaluation.

The evaluation is primarily for Bristol CCG, Bristol NHS (including primary and secondary care), Bristol City Council, the community sector, people affected by a cancer diagnosis in Bristol and Macmillan Cancer Support. Additionally the evaluation will be shared with Bristol, North Somerset and South Gloucestershire Strategic Transformation Plan (STP).

The evaluation will start early 2017 and we will need a final report in mid-2018.

The Bristol programme is also informing Living Well With and Beyond Cancer work across the South West. The Cancer Alliance responsible for our area (Somerset, Wiltshire, Avon and Gloucestershire Cancer Alliance) is currently submitting a bid to NHS England for the Cancer Transformation Fund, which includes resources to evaluate cancer support services across the South West. If successful, Bristol's evaluation will need to feed into and inform that work.

To understand and review the current model of service provision across the Living Well With and Beyond Cancer programme and inform the development of a commissioned model for the future.

Understand the costs of delivering the current model of service provision.

Understand the cost benefits that could be achieved with stratified follow up to support people to live well with and beyond cancer

Objectives of the LWWBC evaluation

To develop a Logic Model for the programme to understand expected outcomes and identify appropriate indicators and measures for person-centred outcomes

To develop an understanding of the evaluation tools being used across the wider Living Well With and Beyond Cancer team and help to streamline/interlink where possible

To evaluate what works for whom and in what circumstances in the Bristol Living Well With and Beyond Cancer programme; this must include what influences senior leaders to drive change under the Living Well With and Beyond Cancer agenda.

To assess the cost-benefit of the Living Well With and Beyond Cancer programme

Inform future commissioning decisions, including the development of a Macmillan toolkit for commissioners in other parts of the UK

Specific objectives of the tendered evaluation

To contribute to logic model development

To support the programme manager to build capacity across the wider living well with and beyond cancer team including the development of evaluation tools, embedding data collection, analysis and improvement.

To undertake agreed qualitative and formative elements of the evaluation such as case studies and focus groups with people affected by cancer and relevant clinicians

Specifically look at the cost-benefits of stratified follow-up of cancer patients and how resources could be used differently

To work with the programme manager to present data in ways that meet the needs of commissioners to help inform decision making
