GB-Braintree: Witham Enterprise Centre Business Plan & Specification

Braintree District will see significant growth in coming years, estimated at around 14,000 new homes and in excess of 10,000 jobs by 2033. To support the required employment growth and to encourage entrepreneurship, Braintree District and Essex County Councils are jointly taking forward plans to establish an enterprise centre in Witham.

Braintree District Council and Essex County Council (‘The Councils’ hereafter) commissioned consultants to undertake an initial feasibility study into the centre. This study, completed in May 2015, demonstrated need and demand, identified an outline specification for the centre and determined that the centre was viable.

The Councils now wish to commission a detailed business plan, financial model and specification for the Witham Enterprise Centre from suitably qualified consultants with demonstrable previous experience of undertaking similar work elsewhere.

The Plan will build on the work undertaken by the initial feasibility study, to support bidding for external funding, inform the design of the Centre and underpin any OJEUs for management / operation as appropriate.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
