Legal support to the Oxford Zero Emissions Zone Scheme

The Supplier shall provide advice, support and drafting as the Customer may require in relation to the Oxford Zero Emissions Zone Schemes as follows:

The Supplier will provide services for each of these schemes as itemised below:

Oxford Zero Emission Zone:

Preparation of charging order for the wider Oxford zero emission zone (ZEZ) scheme. We assume this will be very similar to and based on the charging order that BDB Pitmans prepared for the ZEZ pilot scheme.

The Customer expects this will involve the following stages:

i.

1st draft ZEZ Scheme Order ready by early July 2024 in readiness for public consultation in September 2024

ii.

2nd draft ZEZ Scheme Order for Cabinet decision programmed for early May 2025. This will be required if there are any changes from the published Scheme Order for consultation.

iii.

Further drafting of the order following a Cabinet decision in July 2025 to pro-ceed leading to the final scheme order to be completed and sealed in Decem-ber 2025. This will be in readiness for launch of the ZEZ's back-office system to receive and process applications for discounts and exemptions from Late 2025 and the scheme to be launched for on-street operation and enforcement from Early 2026.

Provision of ad hoc advice

Provision of ad hoc advice, for example:

Advice to inform scheme design pre- and post-consultation including exemptions and discounts

•

Review of main consultation materials and consultation questionnaire

•

Allow for further unspecified ah hoc services as indicated within the pricing schedule
