BEIS requires expert technical support as well as to deliver key work packages, on agreed timeframes, over a period of 80 - 90 days with the possibility of extension.

The expert technical support should have expertise in industrial heat recovery, experience of energy efficiency in a range of manufacturing sectors. This contract is for technical expertise into the design of a two phase (Phase 1, feasibility study and Phase 2, capital funding) programme as outlined below.

The scope will include, but will not be limited to:

Providing advice, challenge and technical input into designing the overall programme.
Providing expertise in the support of analysing consultation responses and feed into the programme design.
Supporting the development of a monitoring and evaluation process for the programme in conjunction with BEIS experts. The monitoring and evaluation process aims to ensure that relevant and sufficient information can be captured in order to analyse and assess the impact of the Programme.
Providing technical input to the design of the application process for Phase 1 and 2. Development and delivery of fit-for-purpose application forms and assessment template for each Phase.
Draft the guidance documents for Phase 1 and Phase 2 prior to the launch of the programme. The guidance documents will provide an easy to understand manual for applicants to provide an explanation and process of the Programme. This is a key deliverable.
Strategic and technical advice on the requirements of the output from each Phase for the purpose of developing the assessment criteria and future evaluation.
Other day-to-day technical deliverables for the IHRS programme design.

We expect the expert technical support to be able to call on the expertise and knowledge from their organisation to provide input to the above.

Core skills include:

Relevant knowledge, experience and expertise in industrial heat recovery and energy efficiency in the manufacturing sectors.
We would expect that the staff nominated for this contract should be available for the duration of this contract and can maintain delivery throughout.
Communication of complex and technical information to non-technical experts and ability to inspire confidence and trust both within and outside Government.
Ability to think strategically while drawing on deep industry knowledge.
Strong collaborative working skills - able to work with non-technical experts from other disciplines, and the BEIS team to constructively challenge thinking and develop insights.
Strong analytical skills to support in house work and produce specific outputs which complement core analytical work.
Ability to acquire, sift and synthesise wide-range of data and information.
Flexible and responsive, ability to work quickly and efficiently to respond to requests for advice or information in tight timescales.
To identify and communicate key issues, salient points and recommend next steps.
