This contract will be awarded by Competitive Procedure with Negotiation without further publication of a call for competition and interested economic operators are hereby invited to express their interest and completing the SQ which can be downloaded from the Kent Business Portal.
Opportunity
Kent County Council (KCC) is seeking a single supplier of an Optimising Service to enable it to transform the delivery of home to school travel, with particular - though not exclusive - focus on children and young people with Special Educational Needs and Disabilities (SEND).
Outcome
KCC spends approximately £33m a year providing transport to and from school/college for about 5,000 children and young people with SEND. The number of passengers and costs continue rising and the successful supplier's solution needs to satisfy both the following criteria:
- A meaningful and sustainable diminishing cost of provision of this transport, measured on a like-for-like resource reduction: Drivers, Vehicles and Passenger Assistants
The Selection Questionnaire
- Maintaining and where feasible improving service quality, measured by impact on the children and young people expressed through: Passengers, Carers and Schools (e.g. SENCOs)
Summary requirements
The successful supplier will need to demonstrate its track record in using a digital system to cluster SEND passengers into Optimal Travel Groups (OTGs) which may be competitively tendered to passenger transport operators.
Required capability shall include:

| • | Detailed GDPR-compliant database stored on the Cloud |
| • | Live and Archive segmentation |
| • | Operable and configurable by KCC and the system supplier |
| • | Operations, configuration and design service partnering with KCC to deliver enhanced quality throughout the contractual period |
| • | Validated shareability of each passenger in an OTG |
| • | Varying OTG size based on SEND behavioural mitigation and social distancing requirements |
| • | Production of optimal routing options per OTG, applying timing constraints and route restriction rules |
| • | Accommodation of Driver and Passenger Assistant requirements and restrictions |
| • | Output Viewer: Production of detailed tables and maps by OTG and by passenger |
| • | Long term planning as well as continual updating to accommodate passenger churn |
