With a workforce of c.1500 excluding our schools staff Bracknell Council is a relatively small Council, sitting on the outskirts of greater London with the borough's population of c. 113,696, it is generally affluent (ranked 291 out of 326 on the Index of Multiple Deprivation 2010, Rank of Average Score) with significantly lower than average unemployment levels. Property prices and levels of car ownership are significantly higher than the national average. Many of our employees have worked for us for longer than 10 years, with the average tenure being between 12 - 15 years.

Our workforce is 75% female with an average age of 45 - 47. Of the total number we employ 21% consider themselves to have a disability with 27% representing ethnic minority groups.

In May 2021 the council reviewed its commitments to achieve a high quality and well supported workforce, with a refreshed Workforce and Organisational Development Strategy 2021 - 2024 (see Appendix A1). The strategy includes priorities to improve our medium to long term approach to resourcing and driving quality people management practice.

Bracknell Forest Council are looking to secure the support of a high quality, experienced training provider to deliver a programme of learning to challenge, support and upskill, existing, new, and aspiring managers. There are currently 350 managers and leaders at Bracknell Forest Council. Proposals should consider a combination or blend of online 'anytime' learning, virtual online face to face training sessions and other learning approaches. It is important that learning approaches are designed to be inclusive and accessible The contract duration will be for a maximum of 3 Years, covering an initial period of 2 years plus 1 optional extension

Economic and Financial Standing - The authority will seek more information from independent credit reference agencies as part of the evaluation and reserves the right to undertake credit checks at each stage of the procurement process and after contract award. Organisations must register their interest on the South East Business Portal https://sebp.due-north.com site in order to receive any changes or notifications issued by the Council during this tender process. The Council will not be held responsible for lack of communication to any organisation which does not register their interest. Clarification questions must be sent via messaging on this South East Business Portal site. The Council reserves the right not to award the contract in whole or in part, to cancel or amend the tender process and does not bind itself to accept any tender. The Council shall not be liable under any circumstances for any costs, charges or expenses incurred by any bidder or prospective bidder in responding to this notice or in taking part in this procurement process. Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.
