Blackburn with Darwen Borough Council are procuring a Dog Fouling and Litter Enforcement service to enforce the provisions of Section 87 of the Environmental Protection Act 1990 (littering), and dog control provisions introduced by virtue of a Public Space Protection Order created under the Anti-Social Behaviour, Crime and Policing Act 2014 and smoke-free England enforcement of Health Act 2004 provisions relating to smoking.
