Outline specification

  1. SHG would like to receive Expressions of Interest from existing providers of online visa application systems or with similar industry experience with a view to implementing an e-visa system in St. Helena. The main assumptions at this stage are as follows:
Initially, applications are likely to be low volume but increase rapidly as the island’s profile increases.
The e-visa system is likely to require applicants to answer 10-20 questions, some of which will be ‘drop down’ menu format, some free-text.
The e-visa system will need to be capable of uploading and transmitting scanned supporting documents from applicants to decision makers.
The system will need to provide an appropriate level of secure transmission of information to St. Helena.
A secure payment system will need to form part of the proposal.
It is expected that the output following successful applicaiton will be a document which is sent back to applicants with a unique identifier, e.g. URN, barcode or similar which can be assessed by immigration officers when the person arrives at border control (or earlier by airline officials at port of departure) – however, alternate methods will be considered if providers have other systems which have been successfully utilised elsewhere.

Proposal content:

A synopsis of your organisation including experience of delivering visa services.
An indicative price for the initial setup of the system.
Detail of any ongoing costs including where work is required to alter the initial design with an indicative day rate.
The level of security / encryption for transmission of personal information / documents / payment information.
Proposed method for returning a notification of the e-visa decision and proposal for ensuring that each visa is uniquely attributable to one individual.
Timescales inc delivery and testing.
