Hertfordshire County Council are currently out to procurement for the provision of a Shared Lives Services.

This procurement is an Open (one stage process). Suppliers wishing to take part in this project are invited to “express interest” which will give access to the full procurement documents in the e-tendering system.

To be considered as a Bidder you must complete and submit a Bid by the deadline of 12.00 Noon on Tuesday 28th July 2015.

The Care Quality Commission (‘cqc’) and Shared Lives Plus (formerly naaps) define shared lives as “Shared Lives care offers people an alternative and highly flexible form of accommodation and/or care or support using the Shared Lives carer’s home as a resource. Shared Lives arrangements are set up and supported by Shared Lives schemes and the care and accommodation that people receive is provided by ordinary individuals, couples or families in the local community. People using the service and their Shared Lives Carer enjoy shared activities and life experiences”.

Shared Lives is a unique form of regulated adult support, as Shared Lives Carers (slcs) and those who they care for are matched for compatibility using a matching process. They then develop real relationships, with the carer acting as an extended family, enabling someone to access support in the heart of the community in a supportive, family setting.

Shared Lives enables people with varying levels of need to live independent lives and have their health and well-being promoted. Shared Lives can also reduce the need for hospital admission and offer alternative provision to supported living and residential care. The Shared Lives scheme in Hertfordshire is currently being used for people with a learning disability aged 18 and over, however, Shared Lives schemes are used across the country for people with a range of disabilities and illnesses, such as older people, young people in transition and people with mental health conditions. The Council are keen for the service in Hertfordshire to be expanded to provide support to these client groups.

The Shared Lives scheme is to be commissioned in Hertfordshire and will offer adults with various care needs aged 18+ the opportunity to access support from a slc. The Service Provider will offer long and short term placements, short breaks, emergency/crisis placements and short term placements for people with complex care and support needs.

The Service Provider shall provide the regulated activity of “personal care” and must be regulated by the cqc under the Health and Social Care Act 2008.
