The Corporate Officer of the House of Lords and the Corporate Officer of the House of Commons (the Authority), invite you to submit a tender for the services as detailed in this Invitation to Tender (ITT) and the various requirements documents.

The Houses of Parliament have a requirement to replace its current Computer Aided Facilities Management (CAFM) system with an Integrated Workplace Management System (IWMS) in order to deliver efficiencies by improving processes; introducing modern tools to allocate/schedule work, and enabling remote/mobile working; improving management reporting; and consolidating a number of disparate specialist systems that manage:

  • oReactive, Planned Maintenance and Helpdesk
  • oSpace, Moves (of staff/departments) and Furnishings
  • oAccidents, Incidents and Risk Assessments
  • oFire and Risk Management & Environmental Compliance

The new system will be used across key functions in the Houses of Parliament which include the Parliamentary Maintenance Service Team, the Accommodation and Logistic Services Team (ALS) and House of Lords - Property Office Services (POS). The current Parliamentary Estate measures approximately 222,000 square metres and consists of 34 buildings, properties and an underground car-park. There is a total of 227 floors and 9651 rooms, when consolidated, across all of the buildings.

The Authority is seeking a commercial 'off-the shelf' (COTS) solution; a bespoke solution would not meet Parliament's ICT strategic goals. Any added development required to meet the requirements in the ITT should be offered as part of the standard product release; please see the tender documents for further details.
