CP1216-15 Cashless Parking Services

Since 2010 Devon County Council have offered a cashless payment solution to drivers using on and off street "pay and display" parking options. Devon County Council is responsible for Off-street surface car parks with approx. 400 parking spaces and approx. 2500 on-street parking generating over 1.2 million transactions a year 72,000 currently paid using a cashless parking service).

It is hoped that this will increase as a greater emphasis will be placed on this service, and the reliance on physical machines reduced; the intention being less machines placed on the network to manage down ongoing costs.

The contract term will be for an initial 36 months with the option to extend for a further 2 periods of 12 months.

Prices tendered shall be fixed for the initial period of this contract (36 months), and thereafter shall be reviewed jointly by the contractor and Devon County Council.

All monies received by the Contractor shall be remitted to the Council on a daily basis (unless otherwise agreed with Devon County Council). The Contractor payment system must allow for remittance to the Council to be made via BACS method if required by the Council.

There is typically a convenience charge for this service which can be either added to the amount paid by the customer or deducted from the amount owed to the County Council. To date this has been paid by the customer.

The scope of the procurement would include the cashless service including payment telephone lines and apps for the customer, a mobile phone app for Civil Enforcement Officers, and a hosted back office system to monitor usage and income. Additionally, there would a rebranding exercise for any new Contractor whereby machines would need new promotional stickers.
