The Healthy Child Programme 0-19 (HCP) is a universal public health programme which aims to improve the health and wellbeing of children and young people. Responsibility for the commissioning of 5-19 HCP was transferred to the Council on 1 April 2013. The programme commissioned with the Public Health ring-fenced budget is delivered by the School Nursing service, and includes the National Child Measurement Programme (NCMP).

The programme is currently commissioned individually as 0-5 HCP and 5-19 HCP and the Council is looking to join up the commissioning of the 0-5 and 5-19 Healthy Child Programmes as a fully integrated 0-19 Healthy Child Programme subject to the completion of an ongoing service review and redesign of the services.

While the service review and redesign of the 0-19 HCP is being undertaken, the Council is looking to re-commission the 5-19 HCP (school nursing and NCMP services) against a service specification that meets its commissioning responsibility for public health outcomes.

The duration of the contract will be 13months from 1 September 2016 until 30 September 2017 with an option for the Council to extend for a further 1 year subject to the completion of the 0-19 HCP procurement exercise.
