Brief Description of Requirement

The Office for Product Safety and Standards (OPSS) is in the process of becoming the National Regulator executing the statutory responsibility on behalf of the Ministry of Housing, Communities & Local Government (MHCLG) Secretary of State, for Construction Products for the whole of the UK. Once the Building Safety Bill receives Royal Assent (2022/2023) OPSS will promote, encourage and enforce good practice in the construction industry and will be responsible for ensuring products used in buildings are the right quality and that robust, effective regulatory action is taken against serious weaknesses and poor practice.

The purpose of this tender is to procure research and a report on "risk" in terms of construction products so that OPSS can develop a profile of the risks presented, how / where they occur, who creates them, and how they might best be addressed.

The objective is for OPSS to gain a detailed insight and understanding in order to enable the Office to establish a robust risk identification and control strategy.
