Reading Borough Council is seeking suppliers/contractors who are highly experienced in ground stabilisation by the use of resin injection, or similar, to potentially carry out works to an existing concrete road in Reading, Berkshire. Contractors will also need to have experience and capability in associated surveying work.

The potential works will be on a stretch of Northumberland Avenue, Reading. This road is a busy thoroughfare for local traffic, including HGV vehicles, with bus routes and an adjacent school within the proposed works area.

The concrete carriageway which requires treatment is located in the south of Reading. The area of Northumberland Avenue affected is between Canterbury Road, at the north end, and Long Barn Lane to the south end. This section of road is approximately 390 metres long and 6 metres wide.

The road has had a history of failures since concrete slabs were damaged

during planning works when it was overlaid with a bituminous wearing course. Water has penetrated through the concrete and washed away or compressed the underlying materials below causing voids and movement of the slabs.

A ground penetrating radar survey has been carried out along this stretch of road and revealed a number of anomalies, both at the surface and to a depth of up to 4 metres. The recommendation is that resin, or similar material, should be injected to a depth of 2.5 metres in areas of the road. This survey report, by Uretek UUKI Limited, is available but cannot be used to identify all the works necessary and the locations of the existing services.

The contract value is expected to be in the region of £300k - £400k and the works guarantee period will be a minimum of 5 years.

Organisations/contractors who believe they can fulfil the requirements and would anticipate being able to carry out all the associated works should notify Reading Borough Council of their interest. Organisations/contractors should forward a brief summary of their organisational experience and capability (no more than 2 sides of A4) by 5 p.m. on Friday 17 July 2015, directly by e-mail to Ray Brown (ray.brown@reading.gov.uk).

Reading Borough Council intends to use the information supplied to assess whether suitable specialist providers exist to meet the Council’s requirements.

If the Council decides that there is sufficient interest from specialist suppliers/contractors it may decide to proceed with a procurement exercise via further advertisement, which will formally invite tenders.

The Council does not commit to enter into a formal procurement exercise at this stage.
