The purpose of this competition is to procure couple suppliers who can support Government Digital Service (GDS) in the delivery of the GOV.UK Publishing Service.

The GOV.UK Publishing Service provides and supports services that the government uses to publish and manage content on GOV.UK. The teams build and maintain a suite of publishing tools and the underlying platform.

GOV.UK Publishing services support the vital business of connecting, organising, and publishing effective government information. They have grown significantly since the creation of GDS and GOV.UK ten years ago. There are 9 user facing publishing apps being used by over 2000 publishers. There are over 650,000 pages, most of which live forever and many of which are frequently updated. There are around 100 different document types (across the apps).

Our objectives for the next 2-3 years are to continue with our vision to make it easy for our users to connect, organise, and publish effective government information.

We are looking for delivery partners that will work with GDS on the following strategic goals to transform government publishing:

  • to provide and improve tools that help publishers make use of our design patterns, formats, and content types to publish content on GOV.UK
  • to make the publishing service easier to operate and iterate by reducing duplication of data and other technical debt in our publishing platform, consolidating to fewer platforms to enable new workflows and operating model by improving access and permissions
  • to empower GDS content teams with flexible tooling to meet complex needs without needing custom development
  • remove the manual support burden on developers for publishing tools, by enabling publishers to do more

The delivery partners will work with GDS with user centred design at the heart of our decision making, to ensure we create the best tools for internal and external users. The work on these systems will help make sure we are meeting accessibility needs. Our delivery partners will contribute to upskilling our civil servant staff, through knowledge sharing, pair programming and shadowing.
