The Council is keen to explore and consider proposals to build and manage a crematorium at its Wilbury Hills site as shown on the map in annex 1. The Council intends to structure any arrangement as a land transaction and lease land to the lessee and operator that can demonstrate the most favourable proposal. The Council is required to achieve best value in respect of land disposals and the process set out in this document will enable the Council to assess which proposal offers best value according to the published methodology
