Milton Keynes Council requires an independent viability appraisal of proposals to develop a national Triathlon Centre leisure facility located in Milton Keynes, to include;
- oIndustry-expert review of business plan assumptions key to the financial viability of the proposed facility, including:
- oassessment of projected visitor numbers;
- ocommercial review of proposed pricing schedule;
- oassessment of the income and costs included within the business plan;
- osensitivity analysis to stress-test ability to service loan repayments from income generation;
- oan assessment of the overall robustness of the business plan as an investment proposal.
- oAn assessment of the proposed facility design to ensure it's consistent with achieving the forecasts within the business plan.
- oProposals for structure of loan at commercial rates, including options (such as collateralisation) to protect the Council's interests in the event of default.
