Direct award under ESPO's Estates Management Professional Services Framework (ref: 2700_22) for the provision of management services related to the Nottinghamshire County Council County Farms and green spaces portfolio.
Originally estimated to be a below threshold procurement, 3 quotations were sought and assessed on a price/quaility basis of 30%/70%. Upon receipt of the quotations, the prices were higher than originally estimated and so the contract was deemed to be a convertible contract in line with Section 74 of the Procurement Act 2023. Therefore a compliant route was sought due to the tight timescales requirement for the service.
The services were directly awarded to the supplier on the basis that they scored full marks for price and quaility on the original quotations.
The key responsibilities of the contract include:
- Tenant Management: Finding and managing tenants for the farms, potentially including marketing, preparation of tenancy agreements, and rent collection.
- Property Management: Overseeing the maintenance and upkeep of farm buildings, land, and infrastructure.
- Financial Management: Managing budgets, expenses, and potentially even revenue generation related to the farms.
- Strategic Planning: Developing and implementing plans for the long-term sustainability and development of the farms.
- Provision of an Annual Asset Valuations for the purposes of Nottinghamshire County Council's financial accounts.
- Environmental Management: Implementing sustainable farming practices, managing biodiversity, and promoting environmental stewardship.
- Community Engagement: Facilitating community involvement in the county farms estate, including educational initiatives and public access opportunities.
The contract will be in place for an initial 2 years with the option to extend for a further 2 years.
