description
The Homes and Communities Agency wish to appoint a specialist contractor for demolition and remediation works at the former Connaught Barracks Site, Dover, Kent.
The works include the removal and disposal of asbestos containing materials; demolition of barracks buildings and ancillary structures; removal of slabs, footings and foundations; removal of selected hard standing areas; and below ground remediation works (i.e. removal of contamination hotspots etc.)
Works shall be notifiable under CDM 2015.
Evidence is to be provided that all insurances cover asbestos removal, demolition and remediation works as a core business activity.
Contractors must have in place Public and Employers Liability insurance cover of £10 million and £10 million to undertake this Contract respectively.
The contract will be awarded based on value for money. Tenders will be appraised on both commercial and quality submissions.

The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
Contractors must be licensed by the HSE and also be members of the Asbestos Removal Contractors Association (ARCA). In addition to ARCA we also recognise ACAD (Asbestos Control & Abatement Division).
This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by the HCA and the contract between the HCA and supplier. Bidders should highlight any areas they consider commercially sensitive in order for the HCA to be able to honour our transparency obligations without undermining the bidders commercial interests.
