We would like to commission an evidence review to update our understanding of the social amenity
impacts of waste crime. This would include looking to other countries and how they quantify and monetise the amenity impacts of waste crime in terms of social amenity effects. This should also include internal stakeholder engagement to understand the areas of most interest to the Environment Agency and if some waste types are having larger impacts than others.
It is important that the research considers and highlights the role of cross-cutting enablers, namely the involvement of serious organised crime and modern slavery, within waste crime, in contributing to social amenity impacts associated with waste crime.
We expect that this work will be the foundation for subsequent research that would establish economic valuation factors for all the material social amenity impacts of waste crime, such that these factors could be used going forward by the Environment Agency and others. As such, it is vital that the research is documented and explained in an accessible and transparent manner, with guidance
and insights offered as to how the stage of research could be conducted
