Consultancy requirement Pennington Flash Country Park Master & Business Plan

Wigan Council, in conjunction with Inspiring healthy lifestyles (Ihl) are seeking to appoint a suitable consultant or consultant team to lead on the development of a Masterplan for Pennington Flash Country Park. Pennington Flash Country Park is defined as a key strategic Park within Wigan and attracts a significant volume of visitors, many of which are attracted to the site by the regionally important wetlands and biodiversity. The site includes an area that is a designated Local Nature Reserve (statutory designation) and a Grade A Site of Biological Importance. IHL working with Natural England are also working to have part of the site designated a Site of Special Scientific Interest to reflect its high regional ecological value. Ihl are Wigan Council's partner for the management of Leisure and Physical Activity, responsible for the development of activities and enhancement of the sites' impact on the health and wellbeing objectives of the borough. Wigan Council as landlord for the site have retained the responsibility for overall Strategic development, grounds and building maintenance. Significant potential exists to further develop Pennington Flash and enhance the impact on the local and regional communities that the site serves. In addition, the potential to establish key strategic partnerships with agencies and organisations with aims and objectives aligned with the opportunities that the site can facilitate through development is considerable. This brief is focused on the appointment of a suitably qualified consultant or consultant team who can lead on the development of a Masterplan and supporting Business plan with quantified programmes of capital investment.
