Cheshire East Council is actively promoting a regeneration programme within Crewe town centre which includes the proposed redevelopment of part(s) of Crewe Town Centre in the freehold ownership of the Council. It is expected that the proposed scheme will comprise the ‘Royal Arcade’ properties (1,85 ha total) recently acquired(May 2015), but this could extend to other town centre site(s) in the ownership of the Council and, potentially,other interested parties. Developer interest is sought from those with relevant experience, vision, capability and finance to deliver a significant, high-quality mixed use redevelopment of this site which may include a cinema/other leisure uses, restaurants, retail, hotel, residential, office, parking and bus interchange. The procurement route is to be determined.
To inform the Council’s next steps, it is seeking expressions of interest from potential developers which outline interest in proposals which are focused on the Royal Arcade properties, but which can include reference to other town centre sites, such as those identified in the Council’s draft Crewe Town Centre Regeneration Delivery Framework for Growth at Appendix 1 as attached to the project on The Chest at www.the-chest.org.uk — project reference 9XBD-A6V2VA.
Expressions of interest should include evidence of the following:
- Understanding of the issues and opportunities relating to this site in the context of Crewe Town Centre and its wider economic geography, particularly in the light of plans for HS2 and the proposed HS2 Hub station for the North West in Crewe.
- Vision for how these opportunities can be harnessed to deliver a commercially viable and popular mixed usedevelopment that makes a significant contribution to revitalising the town centre.
- Relevant experience of similar projects in the UK and elsewhere.
- Options for delivery and funding of a mixed use development scheme.
