DSFRS are in the process of reviewing their current bunkered fuel arrangements and have identified the need to potentially upgrade and increase provision across the two counties of Devon and Somerset in which it operates. The Authority is considering the installation of a total of 7 new above ground DERV storage tanks with fuel pumps; 3 at existing sites which already have DERV provision and 4 new sites. The new tanks are likely to be required to provide the following storage capacities:

1no x 15,000 litres 4no x 10,000 litres 2no x 5,000 litres

Where new tanks are to be installed at existing sites, those sites will also require removal/decommissioning of the existing below ground tanks; 2no x 3000 litres and 1no x 6500 litre.

DSFRS seek to engage with some experienced providers within the market through pre-market engagement to enable the Authority’s staff to gain a greater understanding of the industry sector and in particular to ascertain and ensure that any forthcoming tender/contract will meet legislative and statutory obligations in order to commission compliant and safe installations.

If you are a provider with experience with decommissioning and installations of this kind and scale and you would be willing to discuss the information sought with the Authority we would be grateful if you could approach the Authority via email to Aimee Lee (alee@dsfire.gov.uk) no later than 17:00 on Friday 03 July 2015. Our intention will be to meet with a number of providers to collate a broad spectrum of information in order to develop our understanding in this area. A subsequent open tender process will follow in due course. The Authority undertakes this pre-market engagement in a fair, open and transparent nature with no preferential treatment towards providers who have been involved in any pre-market engagement.

Additional information: This is a pre-market engagement process. A separate tender process will be operated in due course for the forthcoming requirement. Participation in this pre-market engagement process will have no bearing upon the selection of firms to compete in any subsequent procurement, or upon the evaluation of tenders. Information gathered during the pre-market engagement may inform the output requirements developed by Devon and Somerset Fire and Rescue Service and decisions about the scope and nature of the procurement. This shall not have the effect of distorting competition and will not result in a violation of the principles of non-discrimination and transparency. Providers are responsible for their own time and expenses related to the pre-market engagement and no reimbursements will be made.
